Secretariat General
Introduction
This body includes the different administrative and technical services of the House, carried out by civil servants, and it has a professional character. Under the superior authority of the Bureau and of the Speaker, it corresponds to the Secretariat General to offer support to the parliamentary bodies and Members of Congress in carrying out their tasks. More definitively , it gives judicial and technical advice to said bodies, facilitates various services and organizes the exact material and human resources necessary in order that the Chamber can meet and exercise its functions. It is directed by the Secretary-General, who is named by the Bureau of Congress at the request of the Speaker, among the clerks (letrados de las Cortes Generales) of the Spanish parliament with more than five years of effective service. Its basic units comprise, in addition to its own Secretary-General, two adjoined Secretariats-General, and the Technical-Parliamentary Assistance Leadership unit, along with other Leadership units, including the following: Committees, Studies, Documentation, Library and Archives, Economic Subjects, Infrastructure, Parliamentary Relations, Internal Government and Intervention.
